Emerging Threats & Asymmetric Warfare
There are 16 critical infrastructure sectors considered so vital to the United States that their disruption, incapacitation, or destruction would have a debilitating effect on the nation’s security, economic stability, public health, or safety. RCI has more than two decades of experience providing services that protect the people, physical assets, systems, and networks essential to the reliable and safe functioning of these sectors, and the ability of these sectors to effectively respond to constantly evolving threats and security-relevant incidents.
RCI’s critical infrastructure capabilities and experience includes the conduct of comprehensive Risk and Vulnerability Assessments, Security Plan of Action development, execution and improvement, training plan development, security countermeasures development and implementation and all-hazards intel and analysis.
While RCI’s capabilities and expertise are relevant to all sectors, our team has extensive experience supporting the Financial Services, Surface Transportation, Public Transit, Chemical, Public Utilities, and Information Technology Sectors. Our clients include some of the major owners, stakeholders and operators of these infrastructures.
ISACs by RCI
Since 9/11, RCI has operated dedicated Information Sharing and Analysis Centers (ISACs). Homeland Security Presidential Directive 7 created private sector ISACs to better protect key Critical Infrastructure. Multiple RCI-operated ISACs provide 24/7 cyber and physical threat monitoring, analysis, sector subject matter expertise, and incident response support to their respective key sector stakeholders. This experience gives RCI unique expertise performing all-hazard threat monitoring and analysis on a national scale.
ISAC Functions
ISACs are one-stop clearinghouses for information on cyber and physical threats, vulnerabilities, and solutions. Members receive tailored daily reports, near-time situational awareness messages on incidents, and in-depth analysis. They can also submit information anonymously and enjoy 24/7 incident response consulting from leading industry experts, ensuring they understand the threats and vulnerabilities to their organizations and can take appropriate action.
Risk management is the continuous process of selecting, implementing, and monitoring threat countermeasures to maintain an acceptable level of risk at an acceptable cost. RCI begins the process with an assessment of an organization’s critical assets and the impact of their degradation, their vulnerability to exploitation, and the nature and likelihood of specific threats. This information is used to identify and evaluate risks and develop effective countermeasures to reduce that risk. This analysis enables the development of highly efficient, comprehensive Security Plans of Action that can be continuously evolved and improved to maintain effectiveness against the most complex and dangerous new threats.
RCI assigns a custom team of subject matter experts to examine the unique threats/vulnerabilities faced by a client using proprietary and industry accepted methodologies and technologies. Threats and vulnerabilities are identified and analyzed. A detailed report – a “living document” – is produced, complete with recommendations that address each deficiency. Customers rely on RCI for security process engineering, infrastructure improvement, and training to implement agreed upon recommendations. Vulnerabilities analyzed and mitigated may include:

  • Deficiencies in policy, programs, or personnel security
  • Organizational structure and information flow
  • Vulnerability of computer and telecommunication networks, and the systems/processes they support that affect critical mission functions
  • Vulnerabilities to hostile intelligence, domestic/foreign terrorists and cyber–APT Tactics, Techniques and Procedures
  • Vulnerabilities identified through counterintelligence assessments
  • People, process and technology vulnerabilities identified via standards-based vulnerability assessments
